Sharing ballfields

Our county parks board gave public park property to a travel ballteam organization a few years ago. They have exclusive use of the facilities by erecting a locked gate around the fields. The board was asked by LL if they could have their own ballfields, but the request was denied. The parks board said that LL "had no idea of the work needed to maintain the fields." Our LL moved our game locations to a private park facility but still use the fields at the different parks in the county area for practice. The board has now decided to give another travel organization usage at one of the parks. Although LL can remove all of their equipment from the area, it upsets me that a section of our county government is giving public property to these travel teams for their sole use.

What do travel teams in other areas use for their homebase play? I'm not saying they should be denied access, but a public park should be for everyone. Also, do most of these travel teams hold liability insurance to pay if property, players, or spectators are injured?
